Ya, they are two different things. A stimulant is a habit forming crutch that provides a short term burst of energy usually followed by a crash or the need to make another phone call.

A tax rebate is usually associated with rewarding good purchasing choices that if done in mass will offset the environmental, health and military costs of the bad choices stupid fuckers continue to make. Like in the gulf for instance.

Any other questions?

PS: Most progressives try to think for themselves and figure these things out. The mob mentality of the conservative wannabe's usually requires that someone else does the thinking and they just repeat it. This is often done despite overwhelming evidence to the contrary.
