Book subject question - real measure of government profit.

I was listening to Stephanie Miller, and Hal Sparks talked about an idea I think he attributed to Thom, that profit or loss is not the true measure of the value of government, but the measure should be the well being of citizens. Can anyone help me to figure out if this correct and direct me to what book(s) this topic was covered?
