I don't understand your stated premise "truth to power". What is the connection between the amount of money that the government must manage and the fact that there is an endemic problem with corruption? A large country with a massive economy requires a complementary regulatory framework or you end up with a wild west economy in which individuals are at the mercy of rogue corporate exploitation and something like widespread consumer fraud is made possible, for instance in the mortgage market - just as one possible example. You conservatives want to turn every issue into a diatribe against the evils of big government.  The truth, which conservatives won't admit to because it runs counter to their narrative, is that the U.S. government represents a smaller portion of the GDP than most other industrialized nations.

Corruption is not predicated upon how much or how little is available or on whether it is governmental or private. The solution to mitigating corruption is not to eviscerate government so that corrupt actors can operate freely in the private sector but rather the solution is to dramatically reform the system.  A good place to start would be to fully exorcise the government of those people who view it only as an exploitable resource; those people being otherwise known as Republicans.
