I need help finding a study that Thom once shared with us.

A conservative think tank did a study on U.S. taxes and government spending.  It revealed the reality that when income taxes go down government spending actually goes up because government because cheaper.  When this happens the public asks for more government services because it seems they are getting, "more government for thier bucks".   It is wonderfully counter-intuitive and it was obvious this conservative think tank did give it the publicity it desrved.  Employees of this particular think tank are regular guests on Thom's show.  As I recall this think tank report came out about five to six years ago.

Anybody know where I can find this.  I've been, "googling" it for the last two days.
