It worked in Nazi Germany and Petain's Vichy government. Petain was 'better' than having H****r in charge. Only Petain had the great idea of black-shirted French police, hauling Jew folks into trains, & generally terrorising Fr. citizens. Nazis could visit art galleries while French authorities wreaked their own havoc. Claude Chabrol's "The Eve of Vichy' has clips of said Petain, "don't complain, things could be worse". The French Resistance & a 'fringe' of the population disagreed.
