The conservatives in Congress are in love with the idea that all new spending programs (or any new increase in existing spending) must be offset by cuts (or tax breaks or both). Progressives/Dems should re-phrase this brilliant idea (not!) with a truly brilliant one: all out-sourced jobs MUST be offset with new jobs in the US. The only way this can work is to leverage large taxes (no, it's a "penalty"!) on multi-nationals that engage in such behavior (or, of course, get out and vote in enlightened progressives!).
