Well, they aren't extinct, and the article talks about Obama signing National Bison Legacy Act on May 9, 2016, which shows our national policies towards the buffalo have taken a bit of a turn from Ulysses S. Grant's presidency, where he refused to sign a bill meant to protect the buffalo.

What the article is about is the history of Manifest Destiny, American Exeptionalism and one of its variant names, American Exterminationism, which amounts to policies and encouraged free enterprise practices meant to clear the earth of anything that stands in the way of progress. Yes, progressives, your progress too. Today we send out drones instead of buffalo hunters to solve our various "problems," but meanwhile, Obama signs a Bill into law making this once object of extermination the mammal of the land. How sweet of us.
