When I look at a map of the U.S. that color-codes for Republican (red)/Democratic (blue) Governors, I see a strategically planned arrangement of states. Not for political reasons but for survival/economic reasons. Although many Republicans deny Climate Change is occurring, these maps reveal a different story. The Koch Brothers, having all the connections they do would have access to the same climate report information that the military does, but the military have been prevented from making best use of it. If they used it, that would confirm it. Being the good little libertarians the Kochs are, they would want to ensure their legacy.
The states being taken over have all that would be needed to survive as seas rise and climate changes. The Great Lakes provide fresh water that could be protected and controlled, while rich farm land provides for food production. The Mississippi River provides a waterway whether the Gulf Coast survives or not; the oil rigs would still be accessible. Chicago is the third largest city in the country, is beautifully sited, and has all the amenities. (Mr. Rauner is doing his best to weasel away control of Chicago right now.) And it's probably not going to get swamped. The perfect strategic retreat.
