The reason for the 2nd amendment, we were recently reminded, was to enable the formation of a “well regulated militia” to put down slave rebellions. Somehow treating humans as property, dening them justice and freedom didn’t sit well in a nation “dedicated to the proposition that all men are created equal”. This amendment was introduced when the slave holding states held out for a special exemption that would allow them to set up “well regulated militia” to take care of this local problem.
Because this is this original intent of the 2nd amendment, I think we should follow suit and require that all persons who wish to own firearms of any type, should be required to be a recognized, official member of a well regulated militia in your area. The local militia would present you with an official identification document when you have undergone a thorough background investigation, a psychological evaluation, recording of your identifying biometrics, and the successful completion of courses that would insure that you can demonstrate an understanding of the law, your obligations and responsibilities associated with firearms.
This structure would allow those of us who wish to have firearms in our home for protection, or wish to use them to hunt or marksmanship practice to have proof that we are responsible, capable individuals who can own, use and buy legal arms.
The benefit to society is that there would be an entity – the well regulated militia – responsible for determining who is mentally and intellectually capable of responsible firearm ownership and use.
