i think the business community also pressured her and perhaps the thought of a boycott of states enacting or seriously considering voting restrictions, anti Medicare anti ACA enactments, anti choicel anti gay and even secessionist sentiments would add pressure on the Repub state legislatures not to act. A call the public to e.g, not vacation in or travel to a state like Florida would have an impact, not to mention many other state specific pressures.
