It is not clear how engineers expect a makeshift ground level barrier to protect a nuclear power plant surrounded by flood waters. In Florida, for example, we have a thing called "groundwater" and the neighborhood floods when the ground is saturated. If you live on a waterfront, when the water is at the top of the seawall it is also at the same level under the roots of the lawn.
