As zjas says, both choices are true. However, voter suppression is worse than both frauds combined.

Election fraud primarily occurs after the votes leave the election board and are transferred to the Secretary of State for count confirmation. That is the point that cast ballots can be challenged and tossed out. I have worked at the polls and that is not the point of deliberate fraud. Read the Conyers Report on the voting fraud that occurred in Ohio.
