It occurs to me that polls comparing the popularity of Congress with that of cockroaches, STDs and communism just demostrate a problem with approval voting. Something that could do good, but currently doesn't, can end up being rated lower than something that has no redeeming value in the first place because the emotions run higher in the former case.
