Technically, the Constitution was ratified in 1788, Jun 21st to be exact, but it went into effect in 1789 when the first congress convened. So close enough.

The idea of doing your own State of the Union speech instead of just telling us what you wanted the President to talk about was fun, Thom.

Obama still did the annoying thing of saying we need to have a "balance" of spending cuts and revenue increases. Grr.
