There is always the paranoid method of looking at this. Congress might not defund because the people in charge of the NSA have information on the congress men and women that they can hold over their heads. This agency holds a lot of power right now, knowledge is power.

Do you ever think they are trying to drum up new business for the prison system. The drug trade is going to take a blow with the legalization of pot. There is a need to drum up more inmates. $$$$
