I don't know where else to look, but the Wikipedia article on the Statue of Liberty says nothing about it having been designed to look like a black woman. It does say that the proposed headwear--a pileus, the roman apparel to signify emancipation--was deemed too abolitionist by Secretary of War Jefferson Davis. This was the 1850s.
The broken chain at the foot of the statue would represent freedom no matter the race.
