"Protogenally ugly"? Ugly of the first kind? Proto- = first, genus = kind, but the first is Greek and the second is Latin (and its root is actually "gener"), so I'm guessing the "gen" part is something else..
Had a brilliant idea - easy - HOW TO TAKE MONEY OUT OF POLITICAL DECISIONS
Have congress make decisions - vote for most controversial bill/proposals - through bipartisan committees ONLY - outcome MUST be voted on - could be vetoed by the president.
The president gives guidelines as to what the bill should or should not contain - and which direction - always stressing FOR THE BENEFIT OF THE PEOPLE = NATION = and sometimes global impact.
Options might be given - with everything rated by the CBO, perhaps an additional agency in case of doubt and questions as to accuracy.
These committee members should be appointed by the president and ????
they must be longstanding - incorruptible, totally independent valued experts in the fields , who have studied the issues, history, constitution, etc.
The outcome MUST be voted on - preferably in its entirety.
Any person or corp representative who wants to make comments or present their position, will only be allowed - at the same time - the opposing parties - time limited - in front of the entire congress = possibly also president - NO private meetings (lobbying or bribing or influence peddling - or MONEY) allowed.
I have a feeling congress would agree and vote for this - as it would take political pressure from them, serve the PEOPLE/nation - and free them from endless fundraising.
As many citizens vote without knowing and understanding all the intricate facts - congress members - esp the new ones - do not have sufficient knowledge - often the wrong motivation or pressure - to come up with good law.
THEY should have so sign a pledge to make decisions based on ONLY for the BENEFIT of the people and the country as a whole -
All controversial subjects could be handled that way - esp economy, budgets (we have a good proposal - Bowles/Simpson ), Taxes, TRADE, healthcare, environment, regulations and their impact, banking /wall street/corp regulations, military decisions as well, education, "entitlements", privatization schemes, tax exempt status overhaul (churches, too many 'tax exempt", fraudulent "non profits" must be addressed) , etc , etc
Anything to do with religion (must be better defined and limited) and personal "feelings", like homosexuality and 'abortions, etc need to be eliminated from any congressional actions.
If you think this is a good plan - please pass it on to influential persons - to reach our President.
This would be very appreciated by the voters - give him the edge for re -election - as most people are totally fed up and frustrated with the inability of congress to come up with good legislation - and timely
Most voters understand the immense corruption and corp influence - to THEIR detriment.
This would take politics out of government - to a major extent at least
Congress won't have much to do (might take a wage cut and reduce their 'entourage' saving a lot of tax money - no more fundraising, could spend their time listening to their constituents - like Bernie Sanders, and a few others, and EDUCATE (MUST read appropriate book a month !!) themselves and the puplic.

I wouldn't say that people with pre-existing conditions should pay more for health insurance, but it makes sense to use actuarials to discourage risks for future disease. Otherwise, you can end up with a tragedy of the commons wherein people take a lot of risks of far future trouble, which is easy for the human mind to ignore, because there's no extra cost in the present. And certainly E.F. Stone, if I've remembered his name right, didn't invent insurance; that's been around since at least 1800, so his opinion of it's purpose isn't necessarily exactly how it originated.
