Please correct me if I am wrong, but I think there is a link here that no one is talking about. Written into the ACA was the stipulation that all individuals who use the exchange to purchase insurance, receive subsidies or enroll in Medicaid MUST BE US CITIZENS OR LEGAL RESIDENTS. When one uses the marketplace, it would seem logical that through social security numbers and employment and income information, citizenship would be verified.
