I can't understand why anyone would promote (let alone believe in) the Trickle Down theory of economics. If you chop taxes on the wealthy, you've effectively made it easier for them to invest, that's true, but they don't invest in companies, they invest in commodities, bonds, stocks, precious gems, rare metals etc... and by chopping capital gains taxes, you encourage that behavior.
When is enough enough? Never, that is the problem with greed, it can never be satisfied.
