Issue 3 in Ohio was a sleeper - there was almost no campaigning on it and literally half of the voters didn't know anyting about it. The ballot language made it sound like it was intended to increase the availability of healthcare insurance. It's passage means nothing.

"Hsu" is pronounced /shoo/, or probably more like /shyoo/. It's modern (i.e. Pinyin) spelling would be "Xu".
