The burden of proof of voter challenges should be on the challenger. There should be "probable cause", there should be safeguards against shot-gun tactics (such as ignoring a source that has "cried wolf" too often, as well as being suspicious of large numbers of challenges) and there should be sanctions against abusers. If there can be punishment for voter registrars, there should be punishment for challengers.
